Preventing Quarter Panel rust?

I remember a while ago on here someone mentioning that on the inside of the rear quarter their is a seat of some sort where water can collect and this is the reason for the rust there. Would you be able to take/cut out this "seat to help prevent rust from occurring there? I tried searching but didn't see anything.

On mine it was just a rubber strip that runs along the bottem edge of the quarter, just pull that thing out

Ya i did pull mine out, my buddy works at a body shop and said it was a good idea to do it.
