I'm getting rust on the bottom of my driver side door and (of course) over both rear wheels. I used rust converter which converts it to primer. Now i just need to use touch-up paint and the problem is that my car is the '91 model with that blue-green/teal color. it's an unusual color and I went to a couple places but couldnt find a match. Does anybody know where I can find touch-up paint of that color or has anybody used touch-up paint that matched up really well ?

There should be paint shops in your area, pull out a phone book, the good shops will be the ones all the collision places use so it's a good idea to talk to some of them. Around here it's English Color there's also Sherwin Williams (the really good ones in most major metro areas will have automotive paint) the paint you'll get will most likely be either Dupont or PPG. The shop will do the best thay can to match it, and like cb7deathride said the formulas are calculated by computers but the actual mixing of that formula is done by hand (by weight I think) so mistakes can be made. Also a '90 - '94 car will have faded no matter how well you've taken care of it, so even if the formula's perfect there's still a possibility that it wont match perfectly (especially true for darker cars)
A good quart of urethane DBC (metallic) should run somewhere around $40
keep in min you still need a primer, reducer, clear coat, and if you really want to go hard core, a hardner and a flex agent will be needed.

if you just have scratches here and there do you need to sand the whole part down or just put a couple of coats over it. Also is it imporatant to have the primer, reducer, clear coat and the hardner, i am new with this kind of stuff.Girls are like yellow lights, do i go for it or do i stop?
