Body Panels - Are they all removable?

My friend's dad told me that there are some body panels, like the rear side panels on our cars, that can't be removed without cutting. Is that true, or is it fairly easy to replace every piece of sheet metal on the car? Every panel on mine is in bad shape, especaially the rear passenger side, where there's a hole in the wheel well due to rust (where all cb7s tend to rust). I've seen some cars with new metal patches welded on, and I'm sure they can be reshaped to look new again. However, I'm just wondering if it would be possible to just replace the panels.

the rear quarter panels, as on many cars, are welded on, and if you want to replace them, you have to cut them off, and weld new ones on. The easiest way to repair that rust is to patch its like you said.
