If you don't know what plasti dip is. It is time for you to come up from under that rock. There are many uses for the product, and has become very popular in the car scene. Painting over plasti dip is suppose to give you the same easy to peel action even when painted over. So if you don't like it. Peel it off and do it again. According to others.

3 coats of blue valspar paint
the paint covered nice, but you can still see the pd texture throught the paint.
BUT it does not pill off like normal. It peels off in small peices and took me about an hour to remove all of it from this lug cover.
