With modification, yes. And you'll be left with a 2.2L, low-compression, low-revving engine that won't use the full potential of the head. It wouldn't be as bad as an H22 headswap... but honestly... I wouldn't bother putting in the effort. You'll also run into potential reliability issues.
If you want more power, carefully boosting the F22B1 is your best option. That, or a full swap.

adam, honestly after all the freaking work trav and i did to my head, in the end you might as well just swap in an entire motor. i sat down yesterday and added up all that i had spent. i could've easily had money for that H23...
so, all in all you gotta really REALLY weigh out your options, logically, before you take on such tasks.
