I have a 94 JDM H22A in my Cb, but i feel like the Vtec is slowing me down. The Vtec sounds like its opening up hard but the car won't pull any harder as if i wasn't in Vtec. And when it hits Vtec, it sometimes hops. Can it be my stock pipping? I do have DC sport headers, but wit stock cat and pipping. Need Help

My first guess would be that ECU. A custom tune for someone else's motor is never a good thing... and you don't even know if it was a good tune for HIS motor!
Next, I would say ignition... replace your cap, rotor, and sparkplugs. Check to make sure your ignition timing is where it should be (have you taken your distributor off recently?).
Also, check your compression, and do a valve adjustment. H22s are known to require fairly frequent valve adjustments as they get older (I don't know how true this is, but I've heard it a few times... and mine DEFINITELY needs it right now!)

this may sound stupid, but check your oil. My friend has a B18C engine in his hatch and when he would get on it...right when he got the car...the VTEC was kinda stumbling in and out, sounded horrible, so we investigated and found out he was like 2 qts low of oil. After we filled it, it all went away.
