The PT6 definitely will not be the cause of you failing emissions, it's not like this ECU automatically dumps more fuel in just for the heck of it. Its fuel curve is almost exactly like the PT3 until ~4900rpm when the secondaries normally open for the F22a6. Its only VERY slightly richer because of the slightly more aggressive a6 cam it's programmed for.
Also: Just because you open up the intake and exhaust, thus creating a free-er flowing engine, absolutely DOES NOT mean the ECU will dump more fuel in, UNLESS you drive WOT all the time. An opened up intake means the engine has to do less work to pull in the intake charge at whatever given throttle position than before. And likewise with pushing out exhaust gasses. Driven under the same conditions (acceleration, throttle position, shift points, etc.....) an opened up intake and exhaust (given it's not TOO big) will always increase your mileage along with performance. The engine is using less power (heat) to move air and so more of it's potential energy can go to the wheels.
The real question is this: Will you be able to keep your lead-foot in check or would you rather hear your intake and exhaust and feel the performance gains?? If you can't contain your natural desires, lol then sure, your mileage will go down. Drive it easy with these mods and I promise you'll see an improvement. You're making your engine more efficient.....decide how you want to see this efficiency displayed: through more GO, or more MPG....and then drive accordingly.
