I noticed I got worse mileage with my 17s.
Anyway, any airflow mods cause the ECU to dump more fuel into the engine (especially an intake). When you take in more air, the ECU thinks that you need more fuel to compensate. Therefore, you run rich. Unfortunately, I don't have the science to back this up... just experience, and a lot of people that have the same results.
I was getting about 23-25mpg with my H22 before MRX tuned my ECU for me. Now I get 28-30, and the tuning job he did was fairly quick with minimal equipment. I'm sure it's possible to do better.
Airflow mods WILL increase your MPG if you properly tune the ECU for it. If you don't tune, you're going to get a decrease.
