ANY BUYING/SELLING IN THIS FORUM WILL RESULT IN AN INSTANT BAN!
Read the rules: http://www.cb7tuner.com/vbb/showthread.php?t=43956
Myself, and the other mods have been very nice and lenient with the rules. We have been deleting threads, and giving out warnings. Some members didn't get the clue and re-posted over and over... Now ANY member buying or selling in this section will be banned... No IF's AND's or BUT's.

Beginner Forum Rules - EVERYBODY read! (old and new members alike!)
Beginners start here. Once you have 30 worthwhile posts (off topic doesn't count) you may post outside of the Beginner forums. Any "whoring" (posting simply to raise your post count) will return your count to 0, or result in a ban.
These are the rules. Read them. Live by them.
1) Absolutely NO flaming! "Flaming" is an outright attack on a member. ALL questions are encouraged to be asked here, no matter how basic. Members with over 30 posts will be subject to a ONE WEEK ban if caught flaming in this forum (and yes, moderators can read deleted posts). Members with under 30 posts will be subject to a ONE DAY ban.
2) Use appropriate language. Racial or sexual slurs will not be tolerated. A ban will be issued at the discretion of the cb7tuner.com staff.
3) No items may be sold in the Beginner forums. Any "for sale" threads will be deleted.
4) Temporarily banned members will be PERMANTLY banned if they are found posting on another account.
The rules can and will be added to. Any updates will be marked in the title.
The rules for the overall forum can be found here:

Read them. You will be expected to follow them.

They can be had for less than that, I believe... but yes, even for that price, they are decent. Not really a high-performance setup, but a good all around street setup.
Check into the Form and Function Autolife Type 2 coilovers (there's a sticky thread in the classifieds section... there is a password necessary to get in there, and all you have to do is read to find it!) The F&FA coilovers are high quality, and stickydiljoe had a hand in the development. They were originally made for the 5th gen Accords, like most suspensions... the 5th gen setup is similar, but not exactly the same. The F&FA Type 2 coilovers were developed from the 5th gen setup, but modified based on stickydiljoe's input to work properly with our cars. These are probably the best thing out there right now.

I'd like to know what brands you're talking about. $700 for a decent introductory coilover setup is about as cheap as you can get!
For a fraction of the cost you can get Dropzone sleeves and KYB GR2s... not really comparable in any way.
The only way you're going to get anything good for less is to buy used... and that's taking a risk.

It depends what your needs are. If you don't need comfort or performance, and just want the car to look low, sure, there are cheaper options. Hell, even free ones!
When it comes to suspension, you generally get what you pay for. Not always, as there are overpriced things out there, but with Tein, you're sure to get your money's worth. However, figure out what you need from a suspension, and shop that way. Don't just assume that expensive is better. (I know, nobody is assuming... I'm just going from previous suspension conversations...)
