As the title states, my car is making a wierd noise. I have a '91 SE, and when you apply the brakes, it sounds like there is a dremel tool under my hood. It also happens when driving, but its not as bad. It seems like its coming more from the front passenger area. I dunno if its something from the axle, the brakes, or what. Does anyone know what this is?

ANY BUYING/SELLING IN THIS FORUM WILL RESULT IN AN INSTANT BAN!
Read the rules: http://www.cb7tuner.com/vbb/showthread.php?t=43956
Myself, and the other mods have been very nice and lenient with the rules. We have been deleting threads, and giving out warnings. Some members didn't get the clue and re-posted over and over... Now ANY member buying or selling in this section will be banned... No IF's AND's or BUT's.

Beginner Forum Rules - EVERYBODY read! (old and new members alike!)
Beginners start here. Once you have 30 worthwhile posts (off topic doesn't count) you may post outside of the Beginner forums. Any "whoring" (posting simply to raise your post count) will return your count to 0, or result in a ban.
These are the rules. Read them. Live by them.
1) Absolutely NO flaming! "Flaming" is an outright attack on a member. ALL questions are encouraged to be asked here, no matter how basic. Members with over 30 posts will be subject to a ONE WEEK ban if caught flaming in this forum (and yes, moderators can read deleted posts). Members with under 30 posts will be subject to a ONE DAY ban.
2) Use appropriate language. Racial or sexual slurs will not be tolerated. A ban will be issued at the discretion of the cb7tuner.com staff.
3) No items may be sold in the Beginner forums. Any "for sale" threads will be deleted.
4) Temporarily banned members will be PERMANTLY banned if they are found posting on another account.
The rules can and will be added to. Any updates will be marked in the title.
The rules for the overall forum can be found here:
http://www.cb7tuner.com/vbb/forumdisplay.php?f=144
Read them. You will be expected to follow them.

See if you can take the front wheels off, and see how thick the pads are. They should be at least 4mm thick if new, and whatnot.

there is a "backing plate" just behind the disc brake on all four wheels. Your SE likely has four wheel disc brakes (THAT IS GOOD) ....anyway, maybe one or more of the backing plates is slightly bent and rubbing against the brake rotor as it spins.
If this is the case, just give it a little bend away from the rotor.

since you're new...just a few heads up...leave everything the way it is on the outside of your Cb (car) it looks fockin' clean! If you only want performance that is. And IF SO!..only worry about the inside for horsepower not the outside because stickers and decals dont add HP hahaha. But it's your ride, just giving you some freebies.

if so, then jack up each wheel -one at a time- and give that wheel a spin....listen for the sound.
be sure to be safe, chock the wheel diagonally opposite of the one that u are jacking. If u are gonna be under the car while it is on the jack, support it, never trust a jack.
keep on tryinYEP. I AM Canadian.

The thing is, it goes off randomly. It sometimes starts when you hit the brakes lightly, or it will come up while you are driving. I can confirm that the sound comes from the front right wheel, which is also the same wheel that has the messed up cv joint, which I will also have to replace eventually. Unfortunatly I have only 70 bucks, so theres not to much I can do to fix without going to my parents for help.
