i'd sand all that rust off, then make a cardboard template in the shape of that reflector. then i'd trace the shape of the cardboard template onto a piece of aluminum sheet metal and cut it out and polish it. then jb weld it on. it you polish it smooth enough, it will look just like chrome. later.

If I were you, I'd sandblast them back down to bare metal and have them re-chromed. Painting them silver would be okay, but it'd have to be high temp and if it blistered, then you'd be doing it all over again Type G's idea sounds pretty good b/c the lenses really don't let you get a clear look inside the foglight itself. And I wouldn't cut off the metal shield, those are there to direct the light from side to side, w/o them there'd be too much scattered light. Good luck
I've done the same thing w/ my driver's fog light after I hit a dog recently and had to use 2 foglights to make 1 good one.
