Today I discovered I was missing a single fuse under my hood, It is labeled 7.5amp "Radio" on the fuse box cover. When I put the fuse back in, my seat belt moves to the forward position on the passenger side when i open the door, but wont go back when i close it. Drivers side doesn't move at all. My interior lights only come on when i open my drivers door, with or without the 7.5amp "radio" fuse. I cant drive around with the seat belt forward, so the fuse will remain out of the car for now. Someone said that Honda has a lifetime warranty on their seat belts, i might go have that looked at. In the meantime, what does that 7.5amp radio fuse do OTHER than the seat belts?

The interior lights aren't on the 7.5 backup fuse. Check the little slides in the doorjams by the latch for functionality...not that it's the definite fix for your issue but I had a bad one on my wagon and it fixed my interior light problem.
EDIT: Its labeled as 24 on this diagram.

They have a recall/warranty, but it only covers a certain portion of the seat belt. And I THINK it has to do with the part thats broke on yours, don't quote me though. Sweet, I just sent the closest Honda dealership an email telling them what I drive and what its doing, i told them that I read about a recall and was wondering if they would look at the car, free of charge. Lets see what they say. If not there is a 1-800 number that i can call. Some sort of Honda service line.
