Those look like rivets or they're studs

Those are shear bolts. In order to remove them you will need to drill the heads off or cut a line in them so you can use a flat tip screw driver to unscrew them. IIRC I had to remove the steering column to remove mine.

They are used to make it hard to remove the ignition/steering lock. Kind of an anti theft design.

I have to replace my ignition because its not working anymore . I have to turn and hold the key at a certain angle in order for the car to stay on

I used a flathead and a hammer to get those rivets off. Its a pain in the butt.

You don't have to remove that to change out the ignition switch. Only if you are changing out the entire ignition lock switch. When I replaced my ignition switch (I had exactly the same problem that you are describing), I just replaced the electrical part of the switch and it fixed my problem. 8 years later and it's still working perfectly.

Yes, that is the part I was talking about. You can remove the small screws at the end of the lock switch and swap the new switch in. Worked like a charm for me.

I also had to replace the lock cylinder in my wife's Del Sol, and you pretty much have to drop the column to get those shear bolts off. They are a bit of a PITA...
