i have a jdm h22 with a p13 in my 92 accord, and my secondary butterflies are not opening.. I found out that my mechanic didnt connect the block box thats on top of the fuel rail he by past it, Could that be the reason why its not opening?

make sure the wire for IAB's were added. i bought my car with an Hswap and the IAB was never added.
still on my to do list....
the solenoid i think ^^^^ is referring to can be deleted alltogether.

ok i had this problem like a week ago and posted it here . the iabs open around 4ooo to 5ooo rpm and if u delete them u lose low end torque trust me wen i finished hooking them up my car didnt feel sooo sluggish on take off and im talking about juss daily driving.
as to hooking them up its easy juss to avoid further confusion : first locate black box under ur intake manifold if its there it will have a plug on it and it has a pink and a black/yellow wire on it. pink goes to pin a17 on ur ecu and the other black/yellow goes to 12v source
second if the vaccum hoses werent connected it will have both one will go to intake mani other to diaphram .the one coming from the black box with the lil white valve on hose goes the intake mani the other coming from the lil sensor goes to the diaphram ..
srry if u get confused if anything juss pm me
and trust me it was a headache figuring it out but once i did it was a breeze .
on top of that u feel the difference once they work

I've seen you post it at least twice. The IABS are closed at low RPMs in order to improve low end torque, they open up at higher RPMS to improve air flow and high end power. Removing them will do nothing to improve the top end.
I don't know who taught you this incorrect information, but please stop telling other new members.

actually...you are wrong...visualpoet, wed3k, are right...they open up at higher rpms...not only is this found in the manual...it has been confirmed a couple times by members here.
So WHERE does the hp generally increase on the dyno when you remove the IAB's? Bet you do not know.
There is a hp increase AND a decrease...bet you did not know that either.____
