Except that you say you aren't losing any fluid,my guess would be that your master cylinder likely has an external leak and the brake fluid from that leak has dripped onto your brake booster unit, which rusted through at that point, and no longer will hold vacuum, and thus will no longer provide assist. Either that or the vacuum hose to the brake booster has collapsed or has a hole. Which is a much cheaper fix.
In any case, i'd replace the brake master cylinder. (it could be just an internal leak) and check the hose to the brake booster unit as well as the unit itself. We are talking about a 20 year old vacuum hose after all.
