That means that your Daytime Running Lights are on.

err. when the DRL light up(in dashboard) that means the DRL isnt runing properly so your light(DRL: High Beems at low volt) dont light up. Can be caused by a missing the fuse under the dash or a malfunction of the DRL unit.

Yes, it's a Canadian-only feature. It's the law in Canada to have DRLs.

DRL turn off when you stop your engine, and when you start the engine, it only turn on when you remove hand-brake :P
