pressure plate not flush?

The pressure plate for my clutch isnt sitting flush with the flywheel unless you tighten the bolts is this right?

The flywheel should have pins that line up on the pressure plate. If these pins aren't in the holes, it won't sit flush.

Its on the pins.... with the bolts i can get it flush but i was wondering if it was suppose to sit flush without tightening the bolts

Completely normal. The friction side of the pressure plate is pressing on the clutch face, as it should. This is what causes the lifting. When you bolt down the PP, it puts its full pressure on the clutch.
