Yes, it's a "for sure". The belt has some degree of stiffness, and to continually be flexing and unflexing it around the pulleys requires some energy.
But, what I was trying to say is that the energy required to do this is in the scheme of things infintesimal, it won't be noticed either way by the driver and any affect on elapsed times (or fuel economy) would be utterly minute even if it were actually measurable...
Disconnecting the PS may have a noticable affect, but will make the steering heavier, possibly very much so depending on the steering geomtries and the tyres you're using...
