Myself, and the other mods have been very nice and lenient with the rules. We have been deleting threads, and giving out warnings. Some members didn't get the clue and re-posted over and over... Now ANY member buying or selling in this section will be banned... No IF's AND's or BUT's.

Beginners start here. Once you have 30 worthwhile posts (off topic doesn't count) you may post outside of the Beginner forums. Any "whoring" (posting simply to raise your post count) will return your count to 0, or result in a ban.

help picking a motor for my brother

You need to go research other turbo cars on this site. Find 3-5 cars you like and check out their setups. There is a turbo section you can look at.
Then start reading up on turbo setups and what is needed for the goals you want to reach. Once you determine the HP you want, then you have to research what parts and modifications you will require. Then you will know how much $ you will need. For a really well done turbo setup you are looking at $5000+. Some setups are up around the $10,000 mark.
Turbo'ing a car properly is not done cheap, quick, or easily.

The major perk to the DSM setup is that it can be had with OEM Mitsubishi parts which is far better than anything you will find on eBay and can be had for the same price or less. I have seen 14Bs still running after 15 - 20 years of use. It's not real common but it's not that uncommon either.
You just drill out a couple holes for the studs on the F22A head and it fits like a glove. H22's are not compatible or anything else that's odd port (0-00-0). Anything even port it will fit (0-0-0-0) like H23A1's, JDM F22B DOHC non-vtec, F20A's, F22A's.
I'm not trying to persuade you into an F22A but it's just so much easier and you get the same results.
If your going with something else other than an even port then about the best bang for your buck is a kit from Treadstone. That will set you back $2000 but get you a Turbonetics turbo.

The rest you'll have to part out things on your own from chargepipes,injectors,turbo itself you can get the 14b or go to cheap turbo.com if that site still exists.
And get a 16g from a reputable source that still fits the stock first gen manifold. Wouldn't hurt to port it a little-bit. Intercooler you want the dimensions lined up properly so the bumper fits a dump and flange to have it welded on for easy access with a flex-pipe so that it doesn't break.
With some oil-feed and oil return lines because you'll have to have that welded. There's a day on this forum if you look for it it should be there. I think the oil-lines are from stealth mode performance.
