I would think having a section at the very top called "RULES" would be enough for people to think "hey, maybe I should read those, so I know what's expected of me!" before they start posting. Especially when they discover that they are limited as to where they can post (of course, all the "cn u aktivat my acount plz?" PMs I get show this to be a 100% false assumption...)
That, and yeah... there are "sticky" threads at the top that say "read this first!" in many sections, detailing the most common problems, modifications, etc... Then there are even threads in those sections to post in if you have any questions about that specific section! (of course, those sections are all marked "not for questions about your car"... and you wouldn't believe how many such questions we get in those threads!)

If people drove their cars the way they use this website, they would:
-get into the car
-start it up
-grind the gears until the car started moving
-not know what to do when they come to a stop sign
-go the wrong way down a one-way street
-panic when they don't know how to slow the car down
-get pissed off at the cop that pulls them over because they're new at driving and shouldn't be responsible for knowing how to operate their vehicle.
-get thrown in jail for assaulting a police officer, only to break out of jail so they can return to the police station to harass the police chief.

is there any way that you can set it up that they have to read the rules before they can even post? Say like.. set it up so that, they have to read it then click 'agree' somewhere before they can complete their registration... possibly have hidden directions within the links and having to answer certain questions.. whether they're random questions or questions about the rules... Sounds like a lot of work but... maybe if we force the noobs to read the rules......
