My brother said retard it 6 degrees and run 100+ octane.

If you retard it that much you will fail because the timming is only within honda's spec's if it is + or - 2 degrees btdc for this engine.

I just retarded mine 1 degree and it helped. NO is formed in the combustion chamber at temperatures above 2200 F. Retarding the timming causes the temps to be lower I believe.

Yeah I think retarding works by burning your fuel less effectively thats probably why its lower the NO level, but honestly I don't know, also the 100 octane I don't know if that will help.
