i know hes running 17s, but they look like 17x8 +42

Looks like a +35 to +33 on a 8 wide

So the closer the number is to 0 the further in the wheel is going to sit

No, the lower the number is the farther away from the center it will sit (closer to the fender). +35 normally is very close to the fender line, but this is all relative to rim width, ride height, and tire size.
