I work at Les Schwabs.
Not every lug key is different. That would be impossible. There are probably around a dozen or so designs. Not an exact figure, but that's what I've seen at work.
But not everyone can get the key alone. You'd either have to work at a tire shop or have bought some lugnuts that use that special key.

Walk by the car you want to steal, snap a pic of the lug nuts, go buy a set with the key. Come get your wheels.
But I guess you'd have to have some sick wheels for anyone to do that.

Wheel locks aren't all that safe. If someone wants your wheels, they'll get them.
