Yes it does freeze, no it doesn't expand.
My friend Brian and I used to fuck around at night when I worked nightshift (maintenance) at Mc Donalds. They put fairly good size dents in freeway signs. The down part is, is that if you let them sit out to long they start to sweat and get a little slick.3 CB's gone....
