Well this was my Email response from the "BAR Editor"
Last time I read the BAR Engine Change rules was about 6 months ago...

    Dan,
The H22A engine is a non US certified engine typically referred to as a JDM (Japanese Domestic Market). It is not legal to be installed invehicles here is California. While the work has already been done you will run into problems when a smog check is due. The technician will fail the vehicle since the engine is not legal. You will need to find a replacement engine that is a 5 alpha-numeric designation certified for US and California (if the vehicle is California certified). I am sorry to tell you this after your work has been completed but it sounds like you already knew this.

This new "law" was enacted about 4 months ago....
Apparently CA Engine rebuilders got angry at all the JDM engine importers.
These cheap engines were blowing them away.
The CA Engine rebuilders lobbied (threw enough $$$$ at the state) and were able to get this law passed.
We need to find out a way to stop this guys!
The Japanese engines smog just as well as the American counterparts!
Many engines actually smog less than the American versions...

I think right now its a hit-n-miss situation when your trying to reff your car.
Some reff's care, some dont, some know the law, some dont.
    Post up reff locations haha

How hard is it to get the "1" stamped after the A? haha
