Im going to redo the timing job on my motor once I find some info on aligning the balance shaft on the h23 and see if that helps the problem any I hope this is all. the buffer is waiting

I would definitely check that stuff, and the compression if you can before you spend money and time going back to F22. If your distributor parts are good, and you know your timing is right, worse case scenario is probably just bent exhaust valves anyway, and if that's what's up, I have a set.
Make sure you use the pin/screwdriver in the service hole to check the alignment of the rear balance shaft, you can't check it just from the gear and timing marks like the other parts because that has to spin around 4 complete turns to get back to straight.

By the way, The H23 timing and balance belt check and adjustment steps should be exactly the same as the F22 steps, just don't forget to wrap the belt over that second camshaft too!
