I had the same problem because I used Home Depot paint stripper,
You basically need to get a soft wirebrush that you can put on your drill (make sure you don't get a coarse wirebrush or you will scratch your wheels)
Wirebrush the wheel lightly, apply more stripper and let it sit for a while, then repeat.

you didnt have to go and say that to try and make it better...
i didnt do ALL the work just showed you how to strip the wheels the right way which you pretty much left me to do both wheels
