the older gen honda crv were offered in manual transmission and fits your budget

You might find an Eclipse GSX (or clone) for that amount. But if you're buying for bad-weather traction and not handling/performance you'll have better luck with one of the various Subarus or a truck or SUV.

But my first thought was a 88-91 Civic Wagon might be fun, although most will be auto/beaten-up/rusted.
