Whats the story on this?(Sorry ive been out of it recently). Douch-bag robs a bank, then runs from cops, cops let back and then said guy decides to end his life by this crash?

Odd? Hmm, I never really thought that preventing deaths was odd. This is a position I've held for a very long time.
You should be the first to implement the technology in your car... Set your speed limiter to 65, install video and audio recorders on you at all time and send in all the data to the government... Just in case you decide to do something illegal or be involved in a death
yes people die... Its part of life... A tracking device is not going to do anything... Technology will always be bypassed and manipulated.

So let me get this straight, because this is what I'm interpreting from your side of the argument....
the 'control' as it where or the situation at hand is a bank robber plowing into an innocent person, minding their own business.
There are two reasons why he fled in the speed he did.
1. He robbed a bank. Obviously this is illegal, so knowing that he stole a car and....
2. Tried evading police.
These are the words from the Commander who authorized the chase:
"DPS Cmdr. Tom Woodward declined to estimate how fast the Altima or patrols were going. Video footage of the pursuit shows officers were some distance from the cars. Police reported losing visual contact with the vehicle at some points. DPS officials would not say how close patrol cars got to the Altima throughout the pursuit. Speed and the fact that the chase occurred in a populated area factors into the DPS pursuit policy, but those are not sole determinants, Woodward said."
Now...He admitted that both the Cruisers and the Altima were traveling through populated area.
So in your position......You'd rather have the cops chase this person through a populated area than to just track him with a GPS device in hopes that they would make contact with him at a later point, without the pressure of 6 police cruisers behind him....?
