Wow... that's really messed up.
I wonder WHY the law won't allow more than $10,000 to leave the country without being claimed? I suppose it could be going to fund an enemy of the country or some sort of illegal business...
The guy should just be able to prove that he DID earn that much money in his time here, and that it's rightfully his. Then just fill out the form and be on his way.

I don't see why it would. As long as he had legal permission to work in this country, I don't see why a bank wouldn't want to profit from his money! 11 years of savings, even though it isn't a whole lot, is a good amount for a bank. For the first 8 years or so, the bank would have enough of that man's money on-hand to finance a car and make a killing on interest!
Depending on his culture, though, banking might not be something he's used to, or comfortable with. Especially in a country where most of the people at the bank wouldn't speak his language!

The restaurant should be held liable for hiring an illegal.
Feel bad that he lost the money, but if he had done things the proper way he would have been better off.
