My friends Nissan needs to pass emissions check!

OK, my friend has a Nissan Sentra (1994) and it isnt passing e-check. They have tried adding rubbing alcohol (auto store dude's suggestion) and this actually gave the car a higher NOX reading. Is there a cheap, sure fire way to make the car pass? Really just wants the cheapest solution...

How cheap is cheap? I'm looking for a shop to push my car through for $100 or something. I know they exist, but I haven't found one yet.
