when looking at LCD screens, you want a lower number response time and a higher contrast ratio.

the lower time will help with reducing the ghosting effect while the higher contrast ratio helps with colours.

if you've got a microcenter near you just go there, they will have much better deals than Best Buy or Circuit City.

Order it online from newegg.com. Here's a link to their 19" widescreen LCD's:

      http://www.newegg.com/Product/Produc...nd&Order=PRICE

I highly recommend Hanns-G (I have the HW-191DPB, now it's right under $175 shipped). They're a relatively new brand, but quality is just as good as the other major brands. Really, what brand you get isn't a huge deal anyway, because there are only a few companies that produce the actual LCD panels. Another thing to look into would be getting a monitor with a DVI-D or DVI-I connection so you send the monitor a digital signal (this will give you a sharper picture, and usually doesn't cost much more, or is even standard on many LCD's). Make sure your computer supports this first, obviously.

By the way, here's a good picture of what a DVI port looks like compared to a VGA port, if you're unsure (it's the third picture from the top on the site):
      http://www.microsoft.com/windowsxp/u.../monitors.mspx

For a 19" widescreen, resolution should be 1440x900.
Aspect ratio basically tells you if it's widescreen or not, it's a ratio of width to height of the screen. A normal CRT like you have now is 4:3. Most non-widescreen LCD's are 5:4. Widescreen LCD's are 16:9. (On a side note, television sets are 4:3, and widescreen tv's are 16:10.)
Response time: lower is better. Anything under 8ms should be good (most decent panels now are 5ms or lower). This is how fast the pixels can change colors.
Brightness: 300 cd/m2 is where I drew the line when I was looking to buy one. Higher is better here. This measures basically how much light the LCD panel allows through.
Contrast: I'd rule out anything below 700:1 here. This measures the difference between the brightest white and the darkest black on the screen.

The monitor on the right I just picked up from Costco for $250 a few weeks ago. It's a 22 inch widescreen and I love it. I'm going to get a tv tuner card so I can watch tv on one screen, and do internet or gaming on the other.

Samsung has an amazing line of monitors out right now that I think is pretty cool. And they're very affordable considering the specs you're getting.

I got this 22 inch one from Circuit City for $379 before tax but I think they're a little cheaper now. It's 22", 1680x1050 resolution, 2ms response time and a fat 3000:1 contrast ratio. They also have a 20" and 19" version of the same monitor if you don't want a monstrosity.

I was just about to mention costco has a few to choose from with a reasonable amount of money.

That green dot you have sounds like it's a stuck pixel. There are some programs you can find that may help fix it, or better yet, you could see if they'd let you exchange it.

                            http://lcd-monitors-fix.ws43.com/
That site has a link to a program called UDpixel, that is supposed to fix stuck pixels. It says it needs to run for a while, though (several hours).

                            http://www.jscreenfix.com/
Here's another program called JScreenFix that says it'll work in about 20 minutes.

Alternatively, you could try following this method:
                            http://lifehacker.com/software/lcds/...els-152062.php

I haven't tried any of these, so I can't say if they'll work or not. As I said though, my first step would be looking into exchanging the monitor. They probably won't let you, but I figure it's worth a shot.
