most people just ask for "liability" or "full coverage" without really going into detail about how much money the insurance company will pay out on their behalf should things/accidents/etc. arise. every insurance company's liability is not the same, nor is every insurance company's full coverage the same.
for example:
rear end someone, they need to go to the hospital, suffer a broken arm. one insurance company may only cover the accident itself, thus leaving you exposed in a suit when the other party needs to recoup the medical costs incurred from the accident. another insurance company may cover both the accident and the associated medical costs. yet another insurance company may cover the accident, the associated medical costs, and still provide coverage should someone still attempt to sue you.
this sort of "example" occurs, yet many people are not prepared for it, and thus feel their insurance company did not cover them, when in fact they didn't have enough coverage.
