What type of internet do you have?? If it's dialup it changes everytime you connect, but to change a cable connection, you'll need to unplug your box from the wall for a couple of hours, or preferably overnight.
Hmmm I did a google search, and came up with this
Question: Is it possible for me to change my IP address. I am running Windows XP and connect via cable modem.
Answer #1: There is only one way. normally, the cablemodem DHCP server refresh the ip every "n" times you logon. if you click on "repair connection" of the propierties of your connection, enough times, you maybe will make it to refresh your ip and give a new one.
this is not 100% sure, as it depends on the ISP you have.
Answer #2: You may be able to change your IP address by changing your PC's MAC address.
Use Network Connections -> Local Area Connection -> Properties -> Configure -> Advanced -> Network Address or Locally Administered Address. Select Value and enter 12 hex numbers. (You can see your current MAC address using ipconfig/all.)
Use ipconfig/release and then ipconfig/renew. Your ISP should assign you a new IP based on your "new" MAC address.
You can try those but you might lose your connection till you change it back. Just don't fuck with to many settings I've done it before and fucked my shit up.

I never knew you could actually "change" you MAC. I was always under the impression that it was for a better term, "burned" into your NIC.
Will not change you very far though... most ISP's have a certain range of IP's assigned to different locations.. so only expect the IP address to change a little.
And if you're wanting to do this to get back onto a site you've been banned from... it probably won't work. If the site admin had any brains he would've blocked not only your IP, but a large range around it.
