How to get info on the owner of a website (Alexa style, without downloading Alexa)

I'm trying to find info on a website owner... mainly, who he is, where he lives... etc. I sent money out for something, and I may or may not get it. I made sure to buy from someone within driving distance, so I can go collect if need be. I have the guy's website, and I know there are ways of finding out where they live based on that (or at least possible ways). Now, I don't expect to have to go in search, but I'm covering my back!

So, any ideas?

you can use to DOS to do a WHOIS command and it'll give you all the owners info (if made public). There are a few programs and websites that rpovide this function too, but you can do it through DOS. (I miss the old hacking days!!!)
