God I missed cb7tuner. Take everything I say with a grain of salt cause obviously the OP is just having fun with an idea.
My biggest problem with the plan is that the thief, and when they witness the dead bodies, society in general, is afraid of the guard and not of the destruction [or at least lack of progress] that robbery causes. Yeah it'll get the potential thief scared, but as soon as the guard is gone, would the thief be even more inclined to get to thieving?
I know I'm about as honest as I ever am when dealing with the honor policy. Armed guards are pretty much the opposite extreme, and just as an F U, I could see myself being more inclined to get away with something.
BUT, if the guards really are shooting people, then... yeah. I would grow my own vegetables.
