You know find a "JDM" intake that is carb exempt as CARB is something you will only find in California and has nothing to do with any JDM company. You will only find stuff that says "JASMA" on it which is kind of like CARB but doesn't qualify for anything in the US.

I have one on my front bumper and love it (bolt hole cover not the dildo!). It helps to bend the plate slightly to match the curve of the bumper so there's less stress on the plastic around the holes.

I'm trying to imagine what an 18" purple dildo attached to my black bumper would look like going down the road....especially while going over bumps and it's flopping all around.
