If you have somewhat aggressive camshaft/s, they can be used to dial in the cam better.

If you don't have cams, they don't do ANYTHING for you other than "look cool"....if you have cams, they allow you to mess with the cam timing and dial them in to squeeze out every last little pony you can.

They allow changes in cam timing. It's not entirely true that they do nothing with a stock cam... but they will do more as you have more done to the engine. They are a fine tuning tool.
