More than likely. VIN will still be the same, but if you get pulled over, and the tags go to a ___-colored car and yours is another, theyll get suspicious.
Better off going to the DMV to avoid future hassle.

You do not have to report that you have painted your car to the DMV in california. Only when change of ownership occurs is when you contact the DMV.
