I actually read an article earlier today stating that the central bank lowered its federal funds rate target to a range of zero to 0.25 percent (the lowest levels on record.)

I can't find the article though anymore.

(lower interest rates encourages spending, theoretically putting more money into the economy)

It said now was the time to get any kind of a loan. Including student loans.

Yes, it is true. Student loan access is currently restricted somewhat. Although this is priority #2 right after the short term business loans that companies use on a daily basis.

I think it has already started to improve, and will probably continue to do so. Hopefully.

And . I am entering my 2nd year of grad school, and I am not rushing.

In the next few weeks, I'm going to apply to Old Dominion or Norfolk State U to get in their NROTC program. I'm a Business Administration major, but I'm probably not gonna be using too many of those skills in the Navy.
