I think 90% of the population needs to. I'm rather annoyed how the high schools just let people through without actually demonstrating a proficiency at their native language. I know I hated proof-reading other people's papers in english; apparently they have never heard of grammar or punctuation.

You're english really isn't bad, but a large majority of people in high school these days are damned near illiterate.
