Looks like the cop was playing it safe, giving the guy plenty of space. Which IMO was a good idea after watching the guy bounce the cb off the guard rail. I don't know what size a city Parma, Ohio is but I would be willing to bet unless the guy had some super powers, chances are he was caught. Even in a small city, with the right resources, (K9, helicopter, or a large number of officers) it is very hard to get away on foot. Especially at 4 am. There usually isn't much going on that time in the morning in most areas, so there are plenty of officers with nothing going on.
I wonder what the guy was running for? Warrants or what?
