I don't get it. Did the cameraman/his buddy shoot? Also, I don't see the "cheap shot" part of it. A sniper is a sniper, it's their job to kill from a distance and to not be seen.

And yes, there are rules to war. Several world leaders have been charged with war-crimes. After WW1 chemical weapons (mustard gas and the like) became illegal because it was so terrible.
