i believe moates has the chips and burners, also check out uberdata's website for info, i usually find myself reading up on stuff in there cause i too am in the same boat as you and want to learn, i believe the chip after is burned will come with a basemap, and you should get it tuned, if not its going to be the same as the the stock ecu

what will i need to get started?

there was a thread devoted to what exactly you need try looking at the tuning section.
what you will need is laptop, tuning software, datalogging software, chipped p06 and chips, datalogging cord, wideband o2 sensor, hmm what else oh yeah lots of patience.

things you NEED
1. civic/integra OBD1 ECU (p05,p06,p75,).
2. Chip kit. either http://ww.moates.net or http://www.xenocron.com/
3. Crome www.tunewithcrome.com
4. Chip burner. www.moates.net or search ebay for willem burners (a little less user friendly)
5. Base map. completely depends on your setup, i assume MRX would be the best source for this if he is willing to distribute them.
6. Wideband O2 sensor. i reccomend either the innovate LC-1 or the Zeitronix.
Optional, but recommended:
Laptop
some kind of datalogging program. listed here in order from best to worse in MY opinion
1. Crome Pro
2. FreeLog
3. ECUcontrol
Moates.net Ostritch, for real time programming
Moates.net HondaLog datalogging cable, or Modified Nokia Datalogging cable
Dyno Session
EGT gauge.
