ANY BUYING/SELLING IN THIS FORUM WILL RESULT IN AN INSTANT BAN!
Read the rules: http://www.cb7tuner.com/vbb/showthread.php?t=43956
Myself, and the other mods have been very nice and lenient with the rules. We have been deleting threads, and giving out warnings. Some members didn't get the clue and re-posted over and over... Now ANY member buying or selling in this section will be banned... No IF's AND's or BUT's.

Beginner Forum Rules - EVERYBODY read! (old and new members alike!)
Beginners start here. Once you have 30 worthwhile posts (off topic doesn't count) you may post outside of the Beginner forums. Any "whoring" (posting simply to raise your post count) will return your count to 0, or result in a ban.
These are the rules. Read them. Live by them.
1) Absolutely NO flaming! "Flaming" is an outright attack on a member. ALL questions are encouraged to be asked here, no matter how basic. Members with over 30 posts will be subject to a ONE WEEK ban if caught flaming in this forum (and yes, moderators can read deleted posts). Members with under 30 posts will be subject to a ONE DAY ban.
2) Use appropriate language. Racial or sexual slurs will not be tolerated. A ban will be issued at the discretion of the cb7tuner.com staff.
3) No items may be sold in the Beginner forums. Any "for sale" threads will be deleted.
4) Temporarily banned members will be PERMANTLY banned if they are found posting on another account.
The rules can and will be added to. Any updates will be marked in the title.
The rules for the overall forum can be found here:
http://www.cb7tuner.com/vbb/forumdisplay.php?f=144
Read them. You will be expected to follow them.

It's the shifter lock. With the car started (or even in the II position with all the dash lights on), when you press the brake, do you hear a click coming from the shifter area?
Are your brake lights working? If the brake lights aren't working, the switch near the pedal is dead. The solenoid gets a signal from the brake switch and releases the shifter. If the brake lights are working, the solenoid is dead or there is a problem with the wiring somewhere.

So you have visually checked that the brake lights are working? Like have someone stand behind the car and look?
I looked up my manual and basically, if the brake switch is working, it sends a signal to the TCU and from there, a signal is sent to release the shifter out of park. Out of the things that are likely to break, the brake switch is usually the first to go.
Also, I remembered your problem with the drl but have you done any wiring under the dash or under the shifter?
Don't sweat it too much. The bolt is a very common thing, it's just part of owning an older car. The speaking casing, no idea what happened there since I've never had that happen but for the lip, did you use bolts and nuts or screws? Screws will eventually rip out if you don't use metal clips for it to screw into on the back side.

If you don't have time to run to a jy for the shift lockout solenoid you can remove the whole lock section as a temporary fix. Pull off the center console. On the passenger side you'll see a metal cylinder on the shifter held on by 2 10mm nuts. Remove that and the plastic armatures it connects to (held on by clips) and you can get the car out of park without using the key.

Does your horn work?
I don't know about the CB7, but I know on the KA7 Legend the shift interlock is on the same fuse as the horn. I only know that because I was having alarm issues with my old Legend so I pulled the fuse for the horn and as a result lost the shift interlock.
Moral of the story: Check your fuse panels both under the dash and under the hood to see if there are any burned out fuses.
