I found tag inserts in the glove box and decided to get rid of the front tag and cover the holes. The problem was the screw pieces were loose and I couldn't get the inserts to press in.

This is where I'm going to pick up at.
The goal is to remove the fiberglass bumper support from the actual plastic bumper. In order to do that all of these clips have to be removed.
The best way I found to remove these and still be able to reuse them is to start with two screwdrivers. I pulled up as I unscrewed to get a slight gap under each one. Then I inserted the second screwdriver and pried up as I unscrewed.
After they were a little ways up I used pliers and pulled and twisted them the rest of the way. You can probably just pull but I was trying to be gentle.
There are two more clips in the middle that must be removed before the fiberglass support will come out. There is one on each side. One is circled in red in the picture below. The process is the same for removing.
Pull all the clips completely out and keep them in a pile so you don't lose any.
Once these are removed the support should come straight out. Below it will be a piece of white styrofoam. Remove this and the tag holder clips will be below this.
Hold the tag clips and push the inserts in. Then make sure the clips are secure on the plastic stems. You may need to bend the metal down a little to make sure they fit tight. Install is reverse of removal
Finished Product
Tools- Screwdrivers and pliers Gloves optional (the fiberglass can be pretty rough)
Time- Depends on how well clips come out and bumper removal speed.
