Blue lights are illegal anywhere on your car, unless you're a law enforcement officer.

Instead of red/clears i wanted some blue/clears. I would still have them light up red though.

How would you go about doing this?

Some bright ass red leds. It might work, if not they'll just be for show. I have blue corner blubs and they light up clear, so hopefully works simliar this way.

There are three colors of light and three colors of light ONLY that are legal on an on-highway vehicle in the United States. This goes for all 50 states.

                        Vehicle exterior lighting :

White (headlight high/low including HID, driving lights, front parking lights, reverse lights)
                        Yellow (fog lights ONLY)
Amber (turn signals front and rear, front parking lights, sidemarkers, roof clearance lights, rotating or strobing construction beacon)
Red (brake lights- rear of vehicle, rear parking lights, rear clearance lights, rear turn signals)

That's it. The US Department of Transportation says so and there's nothing you can do about it.

Reflectors may be in the following colors:

                        White reflector (forward facing)
Amber reflector (forward or front side facing)
Red reflector (rear or rear side ONLY)

Reflective tape may be orange/white (construction vehicle) or red/white at the rear of a vehicle.

Individuals who choose to have green, blue, purple, or other color risk being cited and vehicle impounded by law enforcement.

                        However:

If your vehicle is for SHOW ONLY then you may do what you will with it (ie: blue rear lenses/reflectors). If you ever plan to put the vehicle on the road, you had better make sure it has the right color lights and reflectors before it leaves private property.

If your vehicle is an emergency vehicle, you may have blue, red, or green lights in locations other than prescribed by the US DOT.

Questions? Ask your local NC State Police/Trooper officer or local law enforcement establishment.

On another note, exterior lighting may be of only a certain luminosity or candlepower. Obnoxiously bright brake lights make for a quick ticket for improper vehicle equipment. Pretend you were in the vehicle behind yours- would you want bright red spotlights in your eyes for the length of a traffic signal rotation? I didn't think so.

If you used red tint and painted a coat or two first, you could then paint blue over them and have red come through. At least it's like that with black.
